Online Government Procedures
Ximena needs a certified birth certificate to enroll in high school. Her mom works and can't get time off to stand in line at an office. Can it be done from home, at 10 at night? Yes, but a government portal has to know for certain who you are before it lets you do anything, and that changes the rules of the game.
Official Portals and Procedures
What the digital procedure gains: no lines, no window hours, and no travel. What it loses is that anyone could pretend to be you, which is why step 2 is mandatory.
In Mexico, some real examples are: getting your CURP or your birth certificate, requesting an appointment for a passport, checking your tax status with the SAT, or paying your state's property tax or vehicle ownership tax. Many agencies require you to make an appointment online: you arrive at your time, you don't wait in line, and if you can't go, you cancel so someone else can use that slot.

Digital Identity: CURP, INE, and e.firma
To get through step 2 there are different options, depending on how sensitive the procedure is. Think of a door with several keys: some open simple procedures and others open the ones involving money or legal documents.
The digital certificate is like showing your INE at a window: it proves it's you. The difference is that a person looks at the INE while the system verifies the certificate, and with it you can also sign and leave a record that cannot be altered. Also, the system never sees your face, so the private key has to be yours alone.
Minors: procedures for children and teenagers are done by their parents or guardians using their identity (for example, the birth certificate or school enrollment). At your age you already have a CURP and, at 18, you will be able to get an INE and an e.firma and submit many procedures yourself. The authority distinguishes by age because the person who signs must have the legal capacity to answer for what they sign.
Explain what a digital certificate is used for, and how it is similar to and different from showing an ID card at a service counter.

The figure shows the steps to complete a procedure on a public administration's e-services portal.
Between the person and the portal, the element that verifies identity is missing. Name a valid system that could fill this gap and explain what the administration allows you to do once it knows for certain who you are.

Electronic Signature and Acknowledgment Receipt
When you finish, the system issues an acknowledgment receipt (also called a proof of receipt). It contains the date, the exact time, and a unique registration number. It has official value: if they tell you that you didn't submit, the acknowledgment shows when you did, just like a window stamp. Always save it as a PDF and in a backup copy.
Example of use: a family can sign a lease or a digital power of attorney with an e.firma; a school can sign records with the electronic signature of its administrators.

Your family must submit a document to the municipality before the 20th. On the 19th at 11 p.m. you submit it from home via the e-services portal. Explain what advantages in terms of office hours and registration the electronic method offers, and what receipt you should always keep after completing an online procedure.
Deadlines, Notifications, and Corrections
A procedure has dates you must meet. If the last day is the 30th at 11:59 p.m., any unexpected problem (a overloaded portal, an expired e.firma, a power outage, or the Wi-Fi going down) can leave you out. A reasonable margin is to submit at least one day early; for important procedures, several days.
Electronic notifications. Many authorities notify you by electronic means (for example, the SAT's tax mailbox). If there is a request, the deadline runs even if you don't open the message: after a few business days you are considered notified. That's why it's a good idea to turn on alerts to your cell phone or email and check your mailbox regularly.
Warnings and corrections. If you submit a blurry document or one with an empty field, the authority may return it with a warning (or a request to correct it). You must respond within the deadline it sets; if not, the procedure may be considered not submitted or be rejected. Before sending, check that the fields are complete, that the files are readable, and that your name and CURP match your documents.

Security Against Administrative Fraud
Other warning signs: urgency ("you have 24 hours"), spelling mistakes, a strange address or one similar to the official one, and requests for passwords, codes, or your card PIN. A real institution does not need your password or your verification codes.

Your older brother is out of town and asks you via message: "Send me your digital certificate's .p12 file and your password; I need to sign an urgent appeal in your name so I can submit it from my computer."
- a) Refute his proposal, justifying, based on the operation of the private key and the legal concept of "non-repudiation", what risks and legal responsibilities you would assume if he commits an infringement in your name.
- b) Explain what legal and technological route (such as electronic power of attorney through the official electronic portal) allows him to process documents on your behalf validly using his own digital identity, without you having to hand over your credentials.
When the Government Cross-Checks Your Data
When you file your annual return with the SAT, some data is already pre-filled: invoices (CFDI) issued to you, income reported by your employer, and other data. It's the same idea as a draft service: the authority fills in what it already knows to save you time and mistakes.
That draft can contain errors or outdated data, and you are responsible for what you confirm, so it should always be checked before accepting.
This requires agencies to share data securely: interoperability. With it, a digital one-stop window lets a citizen request something without knowing which agency handles it (registry, licenses, scholarships): the portal routes the procedure. The person gains, because they don't repeat documents or go from window to window, as long as the data is shared only for a legitimate purpose and with protection.
In a more advanced, proactive model, the government uses databases and algorithms to detect who is entitled to a benefit and grants it without being asked. Advantage: it reaches people who don't know they are entitled or can't do the procedure. Risks: errors from old data (someone who should receive it is left out, or someone who shouldn't receives it), misuse of personal data without clear consent, and no simple way to correct or file a complaint.

A regional administration implements a "proactive government" model: through the massive cross-referencing of databases from the Tax Agency, Social Security, and the Land Registry, an algorithm automatically detects individuals who meet the vulnerability criteria and deposits financial aid directly into their bank accounts, without requiring an application.
- a) Justify a social and operational advantage of this model compared to the traditional application-based system.
- b) Predict two serious risks or issues (technical, data protection, or algorithmic errors due to outdated data) that could harm citizens.
- c) Design a technical safeguard that allows the system's proactivity to be harnessed while respecting privacy and the interested party's right to confirmation.
Accessibility: No One Left Out
Agencies should maintain in-person service, support centers, and digital assistance, clear forms, plain language, and accessibility for people with disabilities or who speak Indigenous languages.

A city council decides to eliminate in-person service and process school grants exclusively through its online portal using a digital certificate or Cl@ve. Two months later, municipal statistics reveal that 45 % of families with lower incomes have not submitted their application due to a lack of technical means or errors on the platform.
- a) Interpret this result by identifying the three types of digital divide (access, skills, and usage) present in this scenario.
- b) Refute, with technical and equity arguments, the councillor's statement: "The system ensures equal opportunities because the online portal is open 24 hours a day."
- c) Design a proposal for a hybrid administrative service that modernises processes without excluding vulnerable groups.

Design an Online Procedure
A good digital procedure is designed with the person in mind. First what is needed, then the screens, and, before signing or sending, identity.
For school authorizations (for example, for a field trip) consider: a simple form on the cell phone, verifying who signs (a personal link sent to the registered number and a confirmation code), enough time, an accessible format for families with few digital resources, and a paper backup plan. Also think about the school not asking for more data than necessary.

Back to the beginning: Ximena can request her birth certificate from home at 10 at night, by entering the official portal, proving her identity, and saving the acknowledgment; and her grandmother, who doesn't use the internet, has the right to do the same procedure at a window.
