Online administrative procedures

Renewing your driver's license at the DMV, ordering a school transcript or checking your tax refund with the IRS: more and more dealings with the government can be done without leaving home. But an online government portal has to know for certain who you are before it lets you do anything, and that changes the rules of the game. At the end, we'll come back to this: what happens when someone can't use the portal?

Online government portals and procedures

A citizen at their laptop sends an application over the internet to the government portal, a government building, and receives a receipt; the portal is open 24 hours a day. citizen receipt online portal procedures · files · payments open 24 hours, no travelling

No lines and no counter hours: that is what digital government gains. In return, it needs a reliable way of knowing that it is you who is carrying out the procedure.

Booking an appointment online

Some procedures, like a driver's license renewal, still need you to show up. Online booking lets you pick a time slot instead of waiting in line all morning, and you get a confirmation by email or text.

Digital identity: Login.gov, ID.me and certificates

Multi-factor authentication

Login.gov and ID.me use multi-factor authentication (MFA): you prove who you are with two or more kinds of evidence. Something you know (a password), something you have (your phone or a security key) and something you are (a fingerprint or face scan). A stolen password alone is not enough to get in.

Designing a workflow

To design an online procedure, think in order: what you need before starting, which screens you see, and where identity is checked.

Security against administrative fraud

Suspicious email · never the link «Confirm your details» Click here never fake page Type the .gov address yourself https://www.….gov official site

Pre-filled data

When you file taxes online, the IRS and tax software can pre-fill details such as wages, because employers report them on a W-2 and banks report interest. This saves time and typing, but the data can be outdated or incomplete, so you must always review it before confirming. The signature at the end makes you responsible for what is filed.

Accessibility for everyone

Two routes to the government: digital access, with a laptop, and the in-person office, with a counter where a retired man with a walking stick is served; both lead to the government building and both must continue to exist. government digital access in-person office both routes must continue to exist

Three kinds of digital divide

The divide has three layers: access (no device or broadband, common in rural counties and low-income neighborhoods), skills (not knowing how to use the portal or spot scams) and usage (not being able to use the service in a way that benefits you, for example because of a language barrier or a disability).

Age and the law

As a minor, many legal tasks (signing a contract, filing taxes alone in some cases, consenting to medical care) are handled by a parent or guardian. At 16 you can get a driver's license in most states, at 18 you can vote and sign contracts. Laws use age because they assume maturity and protect young people from bad decisions.

Proactive government

Some governments try to deposit aid automatically by matching databases. A benefit: people who never apply, because they don't know or can't use the portal, still get help. Risks: outdated data can send aid to the wrong person or cut off the right one, and combining databases raises privacy concerns.

A city council decides to eliminate in-person service and process school grants exclusively through its online portal using a digital certificate or a state-issued digital ID. Two months later, city statistics reveal that 45 % of families with lower incomes have not submitted their application due to a lack of technical means or errors on the platform.

  1. a) Interpret this result by identifying the three types of digital divide (access, skills, and usage) present in this scenario.
  2. b) Refute, with technical and equity arguments, the councilmember's statement: "The system ensures equal opportunities because the online portal is open 24 hours a day."
  3. c) Design a proposal for a hybrid administrative service that modernizes processes without excluding vulnerable groups.

  1. a) Justify a social and operational advantage of this model compared to the traditional application-based system.
  2. b) Predict two serious risks or issues (technical, data protection, or algorithmic errors due to outdated data) that could harm citizens.
  3. c) Design a technical safeguard that allows the system's proactivity to be harnessed while respecting privacy and the interested party's right to confirmation.
